Position Descriptions
David G. Tedjeske,
Director of Public Safety - The Director receives administrative supervision
from the Senior Vice President for Administration. The Director is responsible for the
overall protection of life and property at Villanova University. This responsibility is
accomplished by identifying, communicating, and updating departmental goals, operating
policies, and defining objectives and responsibilities of subordinates and their
delegating authority in order to provide optimum support. The Director is the chief
executive officer of the Department and is primarily responsible for budget preparedness
and planning, strategic planning, development of organizational goals and objectives,
coordinating the University's emergency
preparedness plan, establishing and nurturing contacts with
student organizations and University administrators to solve community problems and to
proactively create programs that enhance positive relationships between University
community members and Public Safety personnel. The Director is also responsible for
formulating and articulating the statement of purpose, core values, core competencies, and
vision for the Department of Public Safety.
Debra Patch,

Associate Director of Public Safety - The Associate Director receives
administrative supervision from the Director of Public Safety. The Associate Director has
management responsibility for the operational and administrative functions associated with
the Public Safety patrol unit, housing security unit, shift managers and supervisors,
communications personnel, and the investigative unit.
The Associate Director manages and coordinates University special events with respect to police, security, and Public Safety services; manages recruitment and selection initiatives; the Departmental Field Training Officer (FTO) Program; performance appraisal process; employee recognition efforts and Departmental disciplinary procedures; establishes employee and Departmental goals, objectives, expectations, and standards; conducts internal affairs activities including investigating student/citizen complaints; formulates, implements and monitors operational policies and procedures; and coordinates out-service training and other long-term professional growth and development initiatives.
The incumbent assists the Director with the Department's strategic planning efforts, interfaces with a variety of University administrators concerning Public Safety, assists in the preparation and development of University emergency preparedness planning in coordination with the Director of Public Safety and the Environmental Health and Safety Department, manages an investigative unit ensuring the effective and efficient investigation of incidents/situations and criminal activity occurring on University property, and analyzes statistical data pertaining to criminal activity for the proper follow-up and implementation of directed patrol activities.
David Mann,

Assistant Director of Public Safety - The Assistant Director receives
administrative supervision from the Director of Public Safety. The Assistant
Director is responsible for the management and coordination of the Departmental computer systems and technological equipment, access control systems,
emergency phones, alarm monitoring equipment, crime prevention programs, Department's uniform and other service contracts, University's and Department's
fleet safety program, in-service training initiatives, community services program, the
Student Patrol/Student Desk Attendant Program, and is an integral member of the University's access/key control committee.
The Assistant Director is responsible for implementing and maintaining a comprehensive University wide crime prevention and awareness program by facilitating goal-setting discussions with campus groups, following up on agreed upon action plans, conducting meetings with residence student groups and Public Safety officers, and ensuring crime prevention functions are presented to the community at large. The incumbent assists the Director and Associate Director in completing other Departmental tasks and projects.
John Shuter,

Special Services Manager
- Under special circumstances, performs functions as a shift manager (Lieutenant), to
include; providing supervision and direction to subordinate shift personnel. Assumes the
duties of Lieutenant in his/her absence. Ten percent of incumbents time will be spent
performing the functions as a shift manager; as outlined within the Lieutenant
position description. The remaining time will be spent performing functions within the
capacity as the Departments special services manager; as outlined within this
specific position description.
Under direction of the Director, the incumbent coordinates the activities associated with the Departments technological equipment and systems, including: the Universitys access control system, emergency phone systems, fire alarm systems, monitoring equipment, radio equipment and systems, automated records management system (ARMS), Departmental Webpage, and other technological equipment used in the completion of the Departments primary responsibilities as the Universitys Public Safety entity. Ensures these systems are operational at all times. Coordinates with appropriate University Departments and outside contractors/vendors to ensure these systems receive appropriate maintenance work, when necessary. Provides regularly scheduled training regarding the Departments technological equipment and systems to Supervisors, Communications Officers, Patrol Officers, and other Departmental members as deemed necessary and appropriate. Serves as the Departments liaison to the University Information and Technology Department.
Under direction of the Associate Director, the incumbent will provide administrative support by/for: reports and/or studies containing findings and recommendations regarding security/crime prevention issues for the review, information and assistance of the administration; community education coordinator for departmental initiatives (e.g. Crime Awareness/Prevention Programs, Crime Prevention/Security Surveys) and for developing/coordinating departmental educational programs geared towards the campus community, student organizations, and residence halls; Student Patrol Program, including the interviewing, hiring, scheduling, deployment and assessment of the students in the program; departmental training initiatives (primary training officer), including Field Training Officer program coordinator, and developing a long term professional development program for all staff within the department to ensure continuous quality service and improvement are not compromised; fleet maintenance, ensuring the fleet vehicles are properly equipped and maintained; maintaining the integrity and confidentiality of administrative services within the Public Safety Department.
James Conway,

Special Events Manager - The events manager
is responsible for operational and administrative functions associated with
campus events. The events manager is the primary contact with events
coordinators from both on and off campus, participating extensively in pre-event
planning activities. The events manager is responsible for determining public
safety staffing needs for all special events such as move-in weekend,
homecoming, St. Thomas Weekend, athletic events, and commencement. In addition
the events manager works throughout the year with Conference Services to
coordinate public safety support for on-campus activities coordinated through
conference services. The events manager also works with outside groups hosting
events on campus. The events manager develops assignment sheets and deployment
plans for special events, makes overtime assignments and assumes responsibility
for charging costs to the appropriate departments. The events manager is also
responsible for working collaboratively with the parking manager to assure
adequate parking for events.
Carolyn Arena,

Parking and Transportation Manager - The Parking Manager receives
administrative supervision from the Director of Public Safety. The Parking Manager is
responsible for managing Parking and Transportation functions within the Department of
Public Safety. The Parking Manager has overall fiscal responsibilities in the areas of
decal sales and fines. The incumbent works to effectively utilize existing parking spaces
in conjunction with University goals as they pertain to the Villanova Quality Improvement
(VQI) Program. The Parking Manager coordinates and schedules the University Shuttle System
and supervises department payroll functions.
Joanna (Aversa) Gallagher,
Investigator/Sexual Assault Interventionist - Under the direction of the
Assistant Director, the incumbent is responsible for conducting sexual awareness seminars for
University faculty, staff and students; conducting investigations involving sexual
assaults; providing support and assistance to victims of sexual assaults; conducting
investigations and follow-up activities into criminal and non-criminal incidents occurring
on the University property as directed; assisting in the coordination of the Department's Rape Aggression Defense (RAD)
and crime prevention functions; assisting in the analysis of statistical
crime/incident data pertaining to criminal activity for proper follow-up;
assisting in the preparation of Federal and State reporting documentation;
drafts correspondence and survey reports regarding investigations and physical
security audits; and carries out special assignments/projects as assigned by the
Assistant Director.
Robert Wimer,
Investigator/Crime Prevention Specialist - Under the direction of the
Assistant Director, the incumbent is responsible for conducting crime prevention
seminars for University faculty, staff and students; conducting crime prevention

security; conducting investigations and follow-up activities into criminal and
non-criminal incidents occurring on the University property as directed; assisting in the analysis of statistical crime/incident data

Federal and State reporting documentation; drafts correspondence and survey reports
regarding investigations and physical security audits; and carries out special
assignments/projects as assigned by the Assistant Director.
Lieutenants - (Shift Managers):
The shift lieutenant is responsible for effectively managing the daily security operations associated with one Patrol or Housing Security shift within the Department of Public Safety in order to preserve the peace, protect life and property, and enforce University and State laws and regulations. He/she is responsible for the delivery of effective and responsive security/safety and crime prevention activities appropriate to the needs of Villanova University community members by providing proactive leadership and sound managerial guidance to ensure that uniformed patrol/housing security officers work cooperatively with one another and with Villanova University's faculty, staff, and students to provide a safe and secure environment on Villanova's property and within Villanova's buildings, facilities, and residence halls. Provides supervision, guidance, training, and performance appraisal for his/her shift, which typically consists of one sergeant and approximately 13 patrol/housing security officers, in order to effectively meet the responsibilities of the University's and Department's goals and objectives.
The shift lieutenants work the various Departmental shifts/units on a rotating basis. He/she is responsible for planning, organizing, and directing Public Safety Patrol and Housing Security personnel. The lieutenant shall maintain an effective and efficient shift through proactive day-to-day supervision of assigned staff personnel. The shift lieutenant is responsible for stimulating morale and fostering mutual cooperation among staff personnel and co-workers through leadership by example. He/she is directly accountable and responsible for his/her actions and the actions of his/her subordinate staff.
Work performed by the lieutenant is subject to review by the Director, Associate Director, and Assistant Director for consistency toward the University's and Department's goals, objectives, policies, procedures, and established practices. The shift lieutenant is responsible for all of the administrative functions associated with the effective management of their respective shift/unit. The shift lieutenant must possess superior problem solving and decision making abilities along with excellent judgment and discretion.
Sergeants - (Shift Supervisors):
Provides supervision and direction to subordinate shift personnel, which include; Corporals, Communications Officers, PO II, PO I, Facilities Officers, Residence Hall Security Officers, and Public Safety Officers assigned to shift or special details. Assumes the duties of Lieutenant in his/her absence. Supervises and directs the assignments of personnel assigned to shift. Ensures that all assigned personnel read the daily Public Safety Bulletin and are aware of any special events or circumstances that are occurring within their assigned area. Provides developmental guidance to officers when, applicable. Ensures reports and other forms are properly completed and approved.
Works special details as required or assigned. Recommends disciplinary action appropriately and ensures subordinates conform to University/Departmental rules and regulations. Makes frequent periodic checks of personnel assigned to posts and areas. Provides feedback to the Lieutenant on employee performance to assist in the preparation of performance evaluation reports. Provides initial orientation and on the job training to new employees.

Under general supervision, performs advanced/master Patrol Officer duties of enforcing University, State, and Federal rules and regulations, documenting unusual incidents and acting to protect life and property within the University community. Under normal circumstances, performs functions as a Departmental patrol officer. Additionally, the community service officer is responsible for positively and proactively interacting with Villanova community members in a manner that establishes strong bonding relationships and assists in cooperatively, interdependently, and collaboratively accomplishing the primary goals and objectives of Villanova University. Community Service Officers provide crime prevention presentations to faculty, staff, and student members of the community informing them of the many valuable programs the Department offers in an attempt to make their stay at Villanova a safe and enjoyable one. Community Service Offers work closely with members from the Office for Residence Life in an effort to enhance the quality of life issues of our student body population.
